SAMA 2015 Annual General Meeting - Assessment and Technology, Where are we now?

Delegates from Saskatchewan municipal governments and stakeholder groups gathered at the Queensbury Convention Centre in Regina on April 15, 2015 for SAMA's Annual Meeting. The agenda for the day included a progress report from the CEO, an update from the Assessment Services Division, as well as assessment updates from the Cities of Regina, Saskatoon, Prince Albert and Swift Current. Information was also provided to delegates on preliminary value trends for the next revaluation scheduled for 2017, as well as an update on the Agency's Technology Infrastructure Program.

 

Keynote speaker Paul Martin provided an informational session on the "State of the Province".

SAMA 2014 Annual General Meeting - Innovation

SAMA hosted delegates from municipal governments and stakeholder groups at its 2014 Annual General Meeting in Saskatoon on April 16, 2014. Information provided at the meeting included a Progress Report, an Assessment Services Update, as well as a session on Looking to the Future - SAMA, Innovation and Technology. Keynote speaker Paul Martin presented an informational session on "That FOUR letter word: Change".

2014-2017 Funding and Budget Plan

(February 2014)

 

SAMA is planning to implement an update to its budget and funding structure that will see changes to how the assessment system in Saskatchewan is supported. This modernization will help to provide a stable financial foundation for property assessments, for the kindergarten to grade 12 education system, and for our municipal clients to pay for municipal services like police, fire, road maintenance, water, parks, recreation, libraries, and many other services.

 

SAMA's current revenue sources for assessment services are reflected in an overall contribution split of 63:37 between the Provincial government and municipalities. This formula will be transitioned to a 60:40 split over the next two years, a phase-in period over 2014 and 2015, leveling off in 2016.

 

With the province's rapidly growing economy, the Agency's inspection program has met with challenges. In order to address these challenges, SAMA is undertaking a four-year capital project for new technology. Paper-based systems and manual data collection methods will be modernized through technological improvements to increase our level of services to our clients. During the 2014-2017 period, the Province and SAMA's client municipalities will be contributing to a technology upgrade capital funding levy.

 

In addition, in response stakeholder feedback, SAMA will be implementing a $20 fee-for-service charge for all maintenance inspections requested by municipalities beginning in 2015.
